All American MUST pay any costs for other countries. You know a lot of country says and welcomes for visiting forefingers without paid any cost. Why US ONLY needs the cost. US is NOT only visiting country in the world. I make a plan to Japanese government, all US including US armies, marines and air forces must pay US14.00 when they come to Japan!
