I believe the proposed rule will be a more effective means of providing notice as required under the act. A majority of individuals use the internet to access information they seek. Under the current notice requirement, individuals cannot use the internet to access information about current forfeitures and seizures. By adopting the proposed rule CBP will increase the number of individuals able to access the information while substantially decreasing the cost of transmitting the information to the end user. The internet is an effective tool to disseminate information and increase governmental transparency while reducing the cost associated with these goals. I commend CBP for their foresight.
