December 17, 2011 Mr. Thomas Jordan U S Coast Guard Office of Design and Engineering Standards Naval Architecture Division (CG-5212) 2100 Second Street SW Washington, DC 20593 RE: Docket No. USCG-1998-4623 Final Rule for Limited Service Domestic Voyage Load Lines for River Barges on Lake Michigan (46 CFR Part 45) Tom United Barge Line moves cargo to Burns Harbor in our barges. We take a stand with AWO and other Barge Lines on this matter. United Barge Line requests that the Coast Guard reconsider this final rule, suspend the final rule’s December 20, 2010, effective date, and amend the final rule to incorporate the previous interim rule’s weather limitation of operating requirements.
