uscg has been so negligent with ballast water for so long that most of the damage is done. certainly the us has been visited by all countries of the world by now where the shipping profiteers have done their damage. how about an assessment on the shipping companies to make up for the trillions of dollars of environmental damage they have done to our ecosystem. trillions of dollars - more than the bank bailout. also if you bring it in, take it out again with you. all of us are sick of thie horror that has been permitted in damage to us ecosystems by a govt that seems to be more involved in mployees making big money for themselves than in watching the common good of the nation.
