Does this new law include Fish Packers in Alaska? If so it doesn't make sence, if I can stay within the Western COP & pick up 450,000lbs of Salmon in Bristal Bay (Bearing Sea) & bring them to Kodiak (Gulf of Alaska). Or if I pick up a load of fish in Kodiak (Gulf of Alska) & bring them to Homer (Gulf of Alaska, Eastern COP) which is 120 miles away. All waters within Alsaka needs to be excluded under 500 ITC ton vessles in the Fisheries Coastwise.
