In regards to section VI, paragraph B. number 7 Post dating of MMC. This is already a practice of the NMC, and should be defined under 46CFR part 10.107 as Delayed Issuance, to be consistant with current practice and the attached bulletin posted on the NMC's website clarifying delayed issuance. It should aslo be implemented into the application form 719B as an option when applying, as many mariners are still unaware of this option.
