Dry Cargo Residue Discharges in the Great Lakes

Attn. I believe that there should be no dry cargo residue discharges. In this day and age, we certainly know better and have the ability to survive well without this activity. This is, after all, the 21st century. Please write the regulations so there is no ambiguity. Thanks, Lee Peterson
