Just a note on the photo included with our comment to the docket. This photo was taken on a mid-October weekend, and represents the typical vessel traffic in Annapolis Harbor and vicinity. Only one or two of the hundreds of vessels pictured would be required to have an AIS, making the devices useless for the few required to have them in harbors such as this.
