I make artificial reefs for a living. I'm the largest deployer of artificial reefs in the United States. I have concerns your definitions will conflict with my business. 1. Exempt approved artificial reefs, 2. I agree with excluding all hazardous material. 3. Please address how long a temporary buoy, FAD or fishing device can be left unattended.
