I was recently able to obtain a second passport far quicker than it took to renew my TWIC card for another 5 years. I agree that a valid ID should be necessary to enter port facilities and vessels, however, the TWIC system is broken, and should not be further funded. The American taxpayer has received poor value for their investment. The best card reader is the human being on security duty checking credentials, intent, and assuring safe access.
