I am employed in the Inland Marine business. I am a Towboat Captain for Genesis Marine. I have a TWIC and no one asks to see it to obtain access to our vessels. This whole program has been rift with problems from the inception and card readers will only compound the problem and will be a cause for delays gaining access to vessels when it won't read a card that is valid. I think this whole program should be done away with for there is no security risk involved. Homeland security is looking at our industry from the wrong direction. Why try to take over a tow when you can launch a pleasure boat filled with explosives from a public boat ramp and access all docks and commercial marine vessels from the waterways.
