Judge Cordoza has ruled that the Superferry is not to operate until an EA has been completed to evaluate the environmental risks from operating the HSF. I request the Coast Guard honor this ruling and not create this security zone and protect the HSF. Use your authority to request that the HSF wait until the EA is done. I am concerned by the self assessment presented in this rule about no harm being done to children, see section for Executive Order 13045, Protection of Children from Environmental Health Risks and Safety Risks. I do not think the Coast Guard has made a valid evaluation nor statement about the environmental safety of children. If a citizen of Kauai does bring their child to near this security zone, by having a security zone puts the child in greater risk than if there is no security zone because of the potential for harm from the Coast Guard protecting this zone. I question and disagree with the conclusion in this section of this rule. Please deny this rule for a security zone. Wait for the EA.
