In the very last paragaph of this propossal, (14) it directs a vessel engaged in bunkering or lightering to display a red flag by day and a red light at night. This is in violation of CFR Title 46 Part 35.30-1 which says that a while a vessel is at anchor, it does not display a red light. The red light is only dispalyed from an vessel alongside of a dock. The reason for this is that a red light on an anchored ship can be confussed with a running light.
