As a Pilot and a Pilot and Maritime commissioner in Connecticut, I am in full accord of the proposed rule making to establish anchorage areas for the ports in Connecticut. I have been in favor and supported these establishments for many years. These regulations will provide a safe and stable area for the anchoring and lightering of the vessels that call on our state. Pilot safety is also a major factor in adopting these areas. Captain Vincent L. Cashin
