Opening the lower Spokane Street draw bridge during peak commuting hours many times paralyzes the south Seattle area. Traffic delays are significant as traffic backs up onto other major road ways. Not only does this delay commuting traffic but also slows freight from the ports. Enacting this rule seems like common sense.
