Does a district commander has authority under 46 usc 4302 and 33 cfr 1.05-1 to amend 33 cfr part 177? If 33 cfr 177.07 is amended as proposed then 33 cfr 177.04(a) needs to be updated by changing the reference to section 177.07(g) to 177.07(f).
