Further regulation of the coastal bars in Oregon is unecessary and unwarranted.
Based on the previous 15 years of bar crossings and capsizings we have about a
0.0013 % chance of incident. Of those incidents, the physical attributes of the
vessel were not the cause of the problem. Most of those incidents were caused
by a captain KNOWINGLY exceeding the limits of his vessel and until you have a
device to measure brain capacity those events will always occur regardless of any
boat restriction formulas you would use.
Do not punish all the safe boaters for something a very ridiculously few captains
do. There have been literally MILLIONS of safe crossings over the past 15 years
with our current restrictions so I think we can safely say we have done a pretty
good job.
Education is better than regulation.
Do not pass any new bar restriction formulas.
We appreciate your attempts to keep us safe but this is not the best bang for the
buck.
