33 CFR 117, Page 71984
Discussion of Proposed Rule Change (117.1031)
1. Keep the old language of: "one hour after sunset to one hour before sunrise" in
order to satisfy longer summer daylight hours.
2. Do not eliminate VHF marine radio communications. It is reliable and required
aboard all commercial vessels for primary communications, including log ships
transiting to/from the upriver Bay City berths. Cellular phones are not always
convenient, and are subject to battery power reliability.
3. Change the whistle signal, as proposed.
Respectfully,
Capt. Stephen G. Cooke
