1) Penalties should not allow for seizure of vessel. Vessel should not be liable for "in rem" in case of infraction. The operator who is in violation should be held accountable but no seizure of vessel by the USCG should be allowed.
2) No retrofitting of existing vessels or motors should be required whether the vessel or motor has been put into use or not. Existing inventory of dealers or manufacturers must not be required to be retrofitted.
3) My 2001 motor cutoff switch failed after 10 years. Replacement part cost was $60 parts + $90 labor.
4) Personal responsibility for safe operation should allowed the domain of the individual. Civil damages/suits for negligence are good enough. No more regulation.
