[Docket No. USCG-2009-0370] FROM: Kelly Madalinski Port of Portland 121 NW Everett Street Portland, OR 97209 503- 944-7676 (Telephone) kelly.madalinski@portofportland.com COMMENT: Background and Purpose Section; Second paragraph; First sentence: “The engineered sediment caps are designed to be compatible with normal port operations, but could be damaged by other maritime activities including anchoring, dragging, dredging, or trawling.” The commentator suggests changing the term “port” in this statement to “marine”. The suggestion is two-fold. First, the term “port” may be interpreted as the “Port” as in the Port of Portland. Second, these Regulated Navigation Area rules apply just as much towards recreational activities (i.e., non-port vessels) as they do to deep draft vessels. Thank-you.
