I have only been lobstering for 10 years and already have been forced to change the way I fish once by changing rope for whales that don't even approach the area I fish. Now someone is going to establish a rule that I can't fish an area that has not had an explosion since WWII. I think the least that can be done is have a public hearing on this matter as it makes no sense to start with.
