Commander Eleventh Coast Guard District Att David H Sulouff Chief Bridge Section 1.) Request for reconsideration and re-review of Proposal to Staff Estuary Bridges from 9am to 4:30pm. 2.) Request for USCG Public Hearing prior to decisions by USCG on this issue. 3.) Request for Data from Alameda County: a.) Days of Week and Time of day of Bridge openings b.) Actual Staffing/Budget Plans of Alameda County for operation of bridges on reduced schedule. Dear Sir/Madam: I have closely followed the request of Alameda County to reduce the times of staffing of the Park, Fruitvale and High Street bridges. These economic times call for creative adjustments on staffing of public utilities. In that interest I have attended a meeting held by the County Public Works Department @ the Aeolian YC on this issue, I have obtained copies of all records and documents submitted to the USCG from Rick Ruiz and Ken Sequeira (both of Alameda Co Public Works) and have met personally with Mr Ruiz and Mr Sequeira on 06/09/10 to discuss the issue and gain understanding of the plan of the county to reduce staffing and opening times of these bridges. Review of records obtained show the following: 1.) Original request to USCG by Alameda County was to staff bridges from 8:00am to 5:00pm daily. (not as posted in the USCG docket. 2.) Data provided to the USCG on bridge openings was by month and workshift. There is no submitted data on day of week and time of day of openings. (A very important issue for Sailboat Recreational Users). During the coming weeks I am preparing an official written response to your docket proposal and will submit further data and other options which may still be economically reasonable but yet provide more opening times, or more reasonable shift times (especially on weekends when recreational sail traffic is most active).
