I strongly request a public hearing on the issue of creating a so-called "safety zone" during the Seafair "parade of ships." The effect of this regulation is to deny the public the opportunity to provide a visual protest to Navy war ships at Seafair, in the place and during the time that that protest is most visible. This is an infringement of the public's First Amendment rights. Safely is not an issue--protest boats have always stayed well away from the Navy ships.
