7 July 2010
Upon review of the Temporary Interim Rule USCG-2010-0220, Amtrak, on the behalf of the Bridge Construction Contractor, Cianbro|Middlesex Joint Venture (CMJV), requests the closures Sunday to Tuesday evenings from 10:00 PM to 4:30 AM and Wednesday and Thursday evenings from 12:30 AM to 4:30 AM through the entire closure period to October 15, 2010.
In addition to these defined in-channel work windows, it is requested that additional in-channel work hours be allowed, either earlier and/ or later, with the understanding that the channel will be cleared of work equipment on an “on-call” basis. As demonstrated to Sector LIS personnel on the evening of 11 May 2010, the channel can be cleared of work equipment within 10 to 15 minutes of notification by the requesting mariner to the Construction Superintendant via marine radio channel 13.
It should be understood that the requested work windows may not be fully utilized due to operational, schedule engineering or technical considerations. The 2010-2011 work schedule shows approximately 100 work shifts requiring use of the channel.
