I strongly recommend that the USCG develope a standard for inflatable life jackets that would be approved for use by youths. While at many boats shows we have been asked by parents of children why there is not a USCG approved inflatable jacket for children because they want their children to wear a life jacket but the existing jackets that are approved are too hot and uncomfortable and the children do not want to wear them. Look at European countries. They have approved child size inflatables for years.
