After consulting traffic patterns across Hood Canal Bridge and pleasure boating groups along Hood Canal (maybe already done), why not set definite times when the Hood Canal Bridge will be open for pleasure boats to go through in both directions. Make these times known to the public so both boaters and vehicle drivers can plan accordingly. (I.E. every day at 1000 Hours, for example, the bridge will be open for 20 minutes to allow pleasure boaters to pass through. Vehicle drivers can plan to avoid that time and boaters can be at the bridge at that time to go through. This system works well in The Netherlands where there are lots of bridges and boats.)
