The Port of Longview, WA is submitting these comments in support of the proposed rulemaking. The Port is a publicly owned marine terminal facility located ar River Mile 66 on the Columbia River. The Port consists of eight deepwater berths handling a variety of bulk and breakbulk cargoes. This year we are projecting total import and export tonnage in excess of 7 million metric tons. Much of this tonnage will be attributable to a new export grain terminal which commenced operations in February of this year. In order for this new facility, and indeed all Port terminals, to be competitive, safe and efficient anchorages must be available to support the vessel traffic. The growth in waterborne trade through the River necessitates this expansion of anchorages and this rulemaking. As a publicly supported port district, we rely on the Federal navigation system to support our shipping customers. This rulemaking is an important step in that direction.
