This event is very controversial in Bullhead City. Many believe the city is reckless. Please hold a public meeting before enacting this rule. The city will be licensing and profiting from liquor booths and in practice encouraging intoxicated participation in this event. Furthermore, they have no right to close the Nevada side of the river. The past two years people have been killed during this event. The public wishes to have access to the river for other purposes. This is bad for the Laughlin and Bullhead tourism economy as people come to town expecting to take their boats and personal watercraft in the water, but will leave upset when their plans are foiled by this event.
I request that this rule is not made final and if further consideration is to be given, that it is only after a public meeting takes place.
