Just like requiring a driver's license for a car, one should be required to take a test for a boater's operator license. Being a grandmother, I would not think of allowing my grandchild to get anywhere near a propeller, while the engine of a boat is running! That would eliminate both problems.
Many common sense mistakes are made simply because people who are not used to being on the water do not know the hazards, sometimes until they experience them.
