Please be advised that with respect to USCG–2011–1126 I wish to submit the following comments: I object to 110.60 (12) (i) as it refers to the proposal to vest control of the proposed Special Anchorage to the harbormaster of the Borough of Atlantic Highlands. I am unable to find any authority in 33 CFR 71 that permits the U.S. Coast Guard to delegate any authority of navigational control of tidally flowed waters to a municipal entity. Absent valid reference to such authority I request that this section be removed. Additionally the channel markers installed by Atlantic Highlands Harbor are at variance with the proposed Special Anchorage limits-particularly with the southeast corner of the proposed northern anchorage area. I further request that a Public Hearing on this matter be held, with such hearing convened in a suitable location and at a time to permit the maximum attendance by those affected by the proposed regulations.
