The special anchorage designation for Atlantic Highlands is long overdue and will be a positive asset for the harbor. However, it seems to just cover the area currently filled by moorings and does not include the area to the east and south east of the mooring field where transients who elect not to rent a mooring traditinally anchor.
This may encourage transients to anchor within the mooring field if it is designated as the special anchorage. This would create a dangerous situation due to the different anchor scopes for vessels at anchor and those moored on helix moorings (which the harbor requires).
