First, a map with lines outlining the area would be very nice. much better than Lat/Long points. Second. a swimmer in the ocean poses less security risk than a pedestrian with a backpack or a car on the street because a swimmer cannot easily carry a gun or bomb but a person with a bag or a car can easily conceal a gun or bomb. You should stop boating in the area but not swimming. If you are going to stop swimming off Waikiki, you might as well stop all pedestrian and car traffic IN Waikiki. Surfing is another matter. Although someone could plant a bomb in a surfboard, a cheaper and easiler place to hide a bomb is in a cooler or backpack on the beach. I can see it being somewhat reasonable to prevent surfing in the area but I don't see it being a big issue. Note that the ocean in hawaii is considered public access, regardless of who owns the shore. respectfully, Kenn Yuen
