I believe this proposed rule is an appropriate use of the Federal government's authority to regulate federal waterways. This proposal highlights the number of impacts for which the Coast Guard must check when preforming a simple task. Although closing a public waterway for a fireworks display falls into the realm of accepted government actions, having no process for comment or evaluation of their action could lead to abuse of authority. With regards to this rule, that seems to not be the case. The Coast Guard evaluated the impact of the rule in several different instances, the most important of which is likely the impact on the shipping industry. Further, the time frame for the rule's application is very narrow, also highlighting the important point that the rule is only in effect as long as it is necessary.
