On behalf or Niagara District Lodge 20 of International Shipmasters Association I am submitting complete support for the proposed rule as it is written. The Saginaw river is one of the last rivers that restrict passage for commercial vessels. I do acknowledge that the comment is past the deadline but we felt that it would proper to submit a comment anyways.
