Based upon the information concealed within gpo.gov/fdsys/pkg/FR-2012-01-13/pdf/2012-549.pdf file, the sections and topics addressed seems to be from the perspective that such rules, regulations, and laws have been worded to favor enforcement of interm rule allowing Safari Explorer safe passage into Kaunakakai, Harbor from January 19, 2012 to May 15, 2012 (5 month period). Questions in abundance can be raised from the content within the above mentioned PDF file. Just to name a few: Will the interim rule allow safe passage of other vessels like the Safari Explorer into the Kaunakakai Harbor from January 19, 2012 - May 15, 2012 (5 month period). If so, how will the funds be leveraged to conduct such action (ex. DLNR police and Coast Guard on patrol with water vessels during the entering and exiting of such vessels into the Kaunakakai Harbor for a 5 month period)? On the local KHON2NEWS dated 1/20/12, a Coast Guard spokesperson mentions that their entity conducts its service on limited resources, and they try there best to utilize those resources legitimately. Does the Coast Guard view the interim rule allowing safe passage of the Safari Explorer into Kaunakakai Harbor for a 5 month period a legitimate way to spend its resources? Is the Coast Guard and or State of Hawaii anticipating a siginificant gain economically by enforcing such interm rule/final rule? Will there be consideration taken on behalf of Molokai cultural climate? What are the possible benefits and/or detrements to the overall population of Molokai by having such interim/final rule in place? ***Please express to the Safari Explorer to be attentive for outrigger OC6, OC1, and SUP canoe paddlers on a daily basis as they train year-round on Molokai on downdwind runs to Kaunakakai harbor. ***Too many unanswered questions, extensive analysis should be conducted and considered before a final rule is enforced.
