NPRM: Security Zones: Dignitary Arrival/Departure and United Nations Meetings, New York, NY (Federal Register Publication)

1 - Are the A1 (Wall Street Heliport) and A3 (Marine Air Terminal, La Guardia Airport) considered to be permanent security zones? If not, how often will they be activated?
2 – Paragraph A4 (United Nations area)– revise the text for clarity of the area definition – change the phrase from ”… then southerly to the starting point at 40°44’37”N, 073°58’16.5”W (NAD 1983).” to “…then southerly following the shoreline back to the starting point at 40°44’37”N, 073°58’16.5”W (NAD 1983).”.
The paragraph starts with “All waters of the East River bound by the following points…”. If you were to draw a boundary line literally by the original description of the last segment of the area, you would have a line that sets off the shoreline.
The text revision would follow how the description for A5 (United Nations West Channel Closure) is written – “…along the western shoreline”.
