1. Prior to Dec. 2008, seafarers in virtually all Baltimore terminals could WALK to the gate and call taxis. Now in all state and many private terminals, seafarers must pay $45-100 for commercial escort to gate (unless seafarers' center volunteers are available). Oct. 09 ALCOAST and 2010 AuthAct had no visible effects.
2. Most seafarers in today's downsized crews have very little time. Delays in exiting are discouraging. We appreciate FSOs' work to improve this, but port-wide consistency would help. What kind of ID: passport, B&W copy of passport, color copy of passport, or photo + typed info simply laminated on board ship? All have been accepted at different times. Or shorepass only?
3. Why must crew members in some terminals bring crew list with them if they already have shorepasses?
4. Since 2008, many foreign seafarers feel treated as the enemy in the U.S. This doesn't enhance our security.
