After reviewing the proposed rule, i do not see any issues as it is an international treaty. However, I am concern about the placards. After searching the internet I see card that show the process but not the regulation. The USCG needs to be more specific in what needs to be shown. I have found one from IMO that does that. However it takes a 8 1/2 by 11 sheet to show the regulations. the second part of my comments related to the NMC. There should be a request sent out to schools to require them to modify their teaching curriculum to reflect the new rules. Or the outdated rules will be taught. just several minor observations.
