There is concern regarding the section concerning the rights for free speech albeit it must be coordinated through the DHS. This is somewhat an oxymoron and goes against the constitution. People should be able to protest whatever issues they want. Through this document you are basically stating that people cannot protest freely and that it has to be coordinated (e.g. given permission by) the coast guard. Please explain the parameters for which the Coast Guard and DHLS will enforce this. What are the paremeters in terms of where and when people can protest? As written it does not guide citizens in terms of their wanting to protest but instead are told they must go through the right channels and that those channels will then dictate to them using criteria that are not operationalized in this document. This sort of requirement, as written, is blatantly against the constitutional rights of citizens regarding free speech.
