About your “Base and Purpose,” did you the contractor think about the negative effects of repairing Bascule Bridge on the waterways water quality? Because I believe is that activity like cleaning and painting, steel repair, grid floor replacement would cause serious threats to the different species that live on the waterways. Is the paint you are going to use toxic or non-toxic? For the steel repair, are you going to completely install new steel?
Under the “Regulatory Planning and Reviewed,” you said this “This rule does not restrict traffic from transiting through the noted portion of the Atlantic Intracoastal Waterway,” and I think it is a good thing to restrict traffic in the area while repairing the bridge for the safety of the traffickers’. I agreed with you when you think about the negative sides of this proposed rule, because this proposed rule would in my opinion have a significant economic impact on substantial small number of small entities, and fisheries, because it would take those small entities and fisheries to wait for two to three months, and this would cause a problem to them as well as economically and socially.
It is interesting that you brought out the word “environment” and the term “Children health risk,” because they are very important to consider in this proposed rule. This allowed us to be sure that this rule would not affect the children health and the environment, but how? The bridge is built under the stream, and it is good to take pre-caution to protect the waterway by preventing toxic chemicals from entering on the waters bodies.
However, I really like this idea of extending the safety zone in the area where reconstruction will likely to occur. I also like the idea that the Coastal Guard proposed rule meet the requirement of the National Environmental Policy Act of 1969 (NEPA).
