For the sake of clarity and effectiveness in reporting to the public, the Marine Chart Division of the Office of Coast Survey, NOAA, kindly requests that latitude and longitude coordinates - with the horizontal datum clearly stated - be provided in the Final Ruling so that the chartable limits of each of the Safety Zones be clearly delineated. Without clearly defined boundaries, the mariner is left to his own judgment to determine the extent of the Safety Zone. Defining the boundaries of the Safety Zone with coordinates, so that they can be depicted on nautical charts, removes any ambiguity in the enforcement of the ruling in the event of a tsunami warning. As coordinates were provided by the USCG for the Proposed Rule in Vol. 78, No. 93 / Tuesday, May 14, 2013, we recommend coordinates be provided for the Proposed Rule in Vol. 78, No. 96 / Friday, May 17, 2013.
