Please keep in mind that the billions of dollars to be spent to bring light rail from Portland to Vancouver comes at a cost of no longer being able to ship billions of dollars of goods from Vancouver to the Pacific Ocean. Mitigating the damage by paying off the three companies who ship these goods does not benefit the citizens of Clark County Washington because only lost profits are paid to these companies. Rather than paying off these companies (currently $250M) to shut down, redesigning the bridge to allow commerce to continue is the far better approach.
