USCIS has an obligation to process I-140 petitions in a timely manner. It would be wrong to give preferential treatment to applicants who could pay more money. If USCIS has tough time processing applications in a timely manner, may be man power should be increased or better technology should be used thus increasing efficiency of people working in USCIS. These two approaches might need additional funding. No doubt about that. Accordingly USCIS should increase the fees across the board to match increased processing expenses. If USCIS can improve the service at the cost of additional fees across the board, I believe a lot more people will benefit than just some rich people who could afford additional $1000. USCIS has to solve the real problem - inefficieny at the Agency in processing applications. Premium processing would be at best a band-aid solution. I will be bringing these same points when I meet my local Senators and House of Representatives.
