the person is dead and does no need "citizenship". i think this program should be shut down. it costs millions of dollars to run this fat cat bureaucracy and the taxpaeyrs of this country simply cannot afford this out of control high costs govt. we need to downsize. this is one area that can be downsized because there is no need to have this. cut the budget for this program to zero. close down the entire program and the taxpayers will finally start to get a break. our federal govt has rown far far too big. spends too much. the people do nothing all day long that helps the american peoiple, they get huge salaries, benefits, pensions and teh l out of 2 american living in poverty cannot afford to continue this out of control growing govt. this program grew up.nobody in the public area asked to pay for this. shut it down.
