As President and CEO of Holt International, we respectfully request an extension to the comment period for CFR Parts 103, 204, 213a et al-Classification of Aliens as Children of United States Citizens Based on Intercountry Adoptions Under the Hague Convention; Interim Rule. In view of the critical importance of the implementing regulations and the long term implications for intercountry adoption, it is imperative that adequate time be allowed to carefully review and thoughtfully respond. Sincerely, Gary N. Gamer
