The fee for I-90s recently increased greatly to $370 only a few weeks ago and is now may be cost prohibitive to many residents who would need to replace the I- 551s. This proprosed rule should've been implemented at the beginning of the year to help those people out. As it is now too late, perhaps either more information about fee waivers could be provided, or a discount for those who are merely replacing un-expiring I-551s. Imagine if the Dept. of Motor Vehicles declared that 750,000 driver's licenses would be declare null and void in the next 120 days and all affected drivers would need to pay $370 to replace their licenses. There would be huge protests. It should be understood that not having a valid I-551 does not take away an alien's permanent residency, only a judge can do that (subject to recission issues).
