I HAVE A NEPHEW WITH THE PERMANENT RESIDENCE WITHOUT EXPIRATION, HOWEVER HE IS CONFINED FOR LIFE IN A MENTAL INSTITUTION. HE CAN NOT LEAVE THE INSTITUTION FOR ANY REASON, LIKE FOR FINGERPRINTING, HAVING HIS PICUTURE TAKEN ETC. IN THIS TYPE OF CASES WHAT ARE YOU GOING TO DECIDE?
