This is totally myopia view!! - Without foreign TN and H1B holders providing professional services in mission critical areas and paying above average taxes, the US economy will never turn out of the recession due to the global knowledge competition. Changing TN from one year to three year is just a small first step in the right direction to attract and retain the most productive workers in the states. We would like to see policy makers making further steps in reforming the current immigration law for the best of the nation's fundamental benefits under the knowledge society. Otherwise, if keeping only those unemployed, without knowledge or skills, taking tax money, and making no contributions to the economic growth, US will be in danger to be a real "Third World Country" within foreseeable years.
