Commonwealth of the Northern Mariana Islands Transitional Worker Classification

There is a certain "umbrella permit" that the department of labor is issuing to all legal foreign workers now. Is this umbrella permit which the DOL is issuing will be recognized, honored, or will be valid when the US Immigration law applies on November 28, 2009 or the CW1 & CW2 will supersede all existing permits (i.e. umbrella permit or working permits)?
