I agree with this proposition totally, it is a good thing to hold people accountable for their actions and take a look at who they are hiring. If they are a know follower of labor Laws however they hire out or contract out work to a company that does not there should be some responsibility placed in that situation so that every kind of brings everyone else along into good Labor Law practices. If you do not give people who are breaking the law jobs then it is less likely hopefully in the long run for them to break the law. There should be a process in place to report these violations so that they do not go unchecked and unmitigated. There can be too many chances for employees especially now in our economy to be taken advantage of or to have companies trying to save money by cutting corners in this area. This can be seen as useful in so many ways the fact that it proposes for contracting to step in and report is great because they are working with the companies everyday and know what may or may not be going on and if it is something that should be addressed. In all I thin this is a great proposition the only concern is implementation and how that will be done, there seems to be a need for wide spread implementation through out the government contracting system to make sure all are in compliance with this new regulation.
